Alfred L. Thimm comments on Kathleen Thelen’s, 'Codetermination and Industrial Adjustment in the German Steel Industry: A Comparative Interpretation'. The "objective facts" discussed are a point of departure for Thimm as he presents alternative interpretations brought forth by the fluctuation of the dollar: mark exchange rate.
