The European Community's effort to achieve an integrated economy by 1992 has developed its own momentum and seems likely to succeed. However, America has not given this important process the attention it deserves. The keystone of the EC's industrial integration strategy is its view of information technology/telecommunications as "the leading industry" that will generate economic growth and determine Europe's geopolitical strength. The EC telecommunications policy will therefore determine the success and the nature of European economic integration. The response and behavior of the U.S. government and the American telecommunications industry will be critical to the final outcome.
