Alfred L. Thimm comments on Kathleen Thelen’s, 'Codetermination and Industrial Adjustment in the German Steel Industry: A Comparative Interpretation'. Mr. Thimm’s essay examines two critical facts: the steel industry adaptation and EEC industrial policy and the predictive aspects of the Arbed-Saarstahl case. The "objective facts" discussed are a point of departure for Thimm as he presents alternative interpretations brought forth by the fluctuation of the dollar: mark exchange rate.
